Start with Minecraft
The Minecraft version in a file's supported-game tags is the first filter. Do not treat a build for another game release as an upgrade for your existing pack. Different branches of the library can be maintained for different Minecraft generations at the same time.
Match the loader and range
Check Forge versus NeoForge, then read the minimum or allowed Placebo range declared by your dependent mod. Both requirements matter. A file can be correct for Minecraft but still wrong for the loader or outside the supported dependency range.
Respect a modpack's version list
If a pack pins a particular release, keep that tested combination until the pack author provides an update or you have tested a copy yourself. Store a short manifest of Minecraft, loader and mod versions so future troubleshooting starts with reliable information.
